Zoning overlay
A supplemental zoning layer that adds or relaxes rules for a defined area on top of the base zoning.
Short-term rental rules sometimes apply only within a specific overlay — for instance a coastal or resort overlay where STRs are permitted, while the surrounding base zone prohibits them. This is why legality can vary block by block.
