Density cap (saturation cap)
A limit on how many short-term rentals are allowed within an area, block, or building.
Density caps (for example no more than one STR per block, or under a set percentage of units in a building) mean legality can depend on how many neighbors already hold permits. Availability, not just eligibility, becomes decision-critical.
