Licenses expire December 31; renewals due January 1 and delinquent after January 31. Note: several industry blogs claim a '$500 application fee / $300 renewal' for Gulf Shores; this does not appear anywhere in the city's official fee schedule (Resolution adopted 12/8/2025) or on the city's Rental License page and appears to be erroneous.

Zoning & location rules

Vacation Rental Dwelling Units are allowed, if properly licensed, in the Single Family and Duplex Vacation Rental Overlay District (R-1/R-2 land generally west of Hwy 59 near the beach, south of Little Lagoon, Laguna Key, and specified Fort Morgan Road waterfront R-1 parcels), in the BN, BG, BT, ICW-N and ICW-S zoning districts, and in multi-family PUD areas designated for vacation rentals. They are prohibited in AG, ATP, ED, IND, OS, R-1, R-2, R-3, R-4 and R-5 districts and in single-family PUD subdivisions, except: (a) units grandfathered as legal nonconforming uses (licensed and rented as vacation rentals before Aug 31, 2009 for single-family/duplex, or Aug 31, 2018 for multi-family units), and (b) multi-family developments in R-3/R-4 approved by Conditional Use Permit. An unlicensed vacation rental dwelling unit is prohibited citywide (Ord. 2201, Feb 23, 2026). Occupancy by more than one family for longer than 30 consecutive days is a violation.     Ordinance 2201: vacation rental signage rules and unlicensed-rental prohibition codified

    The city adopted ZTA25-06 as Ordinance 2201, amending Zoning Ordinance Sec. 6-18. It renames the use 'Vacation Rental Dwelling Unit,' expressly states that an unlicensed vacation rental dwelling unit is prohibited in the City, and tightly limits on-premises signage. As adopted and codified (Sec. 6-18.F): signs described in the section must be permitted (except temporary real estate signs); one identification sign up to 6 sq ft (combined with any rider signs) and one name plate up to 4 sq ft (up to 8 sq ft if architecturally incorporated into the facade) may be mounted flat to the front facade, not directly illuminated; on gulf-front lots, one fence/detached sign up to 1.5 sq ft and no more than 36 inches above ground is allowed on each side (west and east) of the principal building, at least 15 ft from the street line; all other fence/detached signs visible from the right-of-way, snipe signs, and window signs visible from the right-of-way are prohibited. Violation of the sign rules is a ground to deny, suspend, revoke, or refuse to renew a vacation rental business license. Note: the draft ordinance in the agenda packet had different limits (2 sq ft name plate, 60 sq in fence signs, no sign permit required); the adopted codified text controls.

    Chapter 8 business license rewrite (Ord. 2186) and consolidated 2026 fee schedule

    Council adopted an updated Chapter 8 Business License Tax Regulations ordinance (Ord. 2186, Dec 1, 2025) and moved all fees into a single fee-schedule resolution adopted Dec 8, 2025. The 2026 schedule keeps the gross-receipts-based Schedule A license fee (minimum $135) plus the $45-per-unit vacation rental surcharge, and sets a $250 fine for violations of the business license ordinance.

    City lodging tax reached 10% (final step of phased 3% increase)

    Per the December 13, 2021 council vote, the city lodging tax rose 2% in September 2022 and another 1% on September 1, 2023, bringing the City of Gulf Shores portion to 10% (5% in the police jurisdiction) and the total lodging tax to 16% inside corporate limits. Revenue funds transportation, parks, schools, fire training and jail projects. Note that Airbnb's Alabama tax page still lists the pre-increase 7%/3.5% city rate.
