Short-term rentals (stays of six months or less) are legal in Destin but only in designated zoning districts, and every STR - including, as of the 2026 season, condominiums - must hold an annual City of Destin Short-Term Rental Registration costing $500-$700 per year based on square footage, plus a city business tax receipt, a Florida DBPR vacation rental license, and state/county tax accounts. The biggest constraints are the zoning-district eligibility rules (with Conditional Use or Change of Use approval required in some districts) and the overnight occupancy cap of 2 per bedroom plus 4, maxing at 24 people; guests also pay roughly 13% combined taxes, with the county's 6% bed tax remitted by the host, not by Airbnb/Vrbo. Short-term rentals are legal throughout Panama City Beach, but under Ordinance 1632 (Sec. 8-183, effective February 1, 2024) every unit must hold a city Vacation Rental Certificate ($250 initial registration, $150 annual re-registration) plus a Florida DBPR vacation rental license, Bay County tourist tax registration, and a city Business Tax Receipt. The biggest burden is the annual registration and life-safety inspection regime with posted occupancy limits (150-200 sq ft per person) and escalating fines up to $1,000 plus certificate revocation; there are no owner-occupancy rules, night caps, or minimum-stay limits because Florida law preempts them. Gulf Shores, ALPermit required

Short-term rentals (any rental under 180 consecutive days) are legal in Gulf Shores but only in designated areas: the Single Family and Duplex Vacation Rental Overlay District, the BN, BG, BT, ICW-N and ICW-S commercial districts, and PUD multi-family areas designated for vacation rentals; they are prohibited in the R-1 through R-5 residential districts and single-family PUD subdivisions unless grandfathered. Every unit needs an annual city Rental (business) License with a gross-receipts-based fee (minimum $135/year) plus $45 per unit, a safety inspection every 3 years, and collection of 16% total lodging tax inside city limits.
