Short-term rentals are legal citywide in Tucson — Arizona law (A.R.S. 9-500.39) preempts cities from banning or zoning out STRs, and Tucson has no STR-specific permit, cap, or owner-occupancy rule. Operators must hold an annual City of Tucson Business License ($25 application + $50/year) plus Arizona TPT licensing, and put the TPT license number on all listings. Effective March 1, 2026 Tucson taxes non-hotel STRs at a new 10% city rate (business code 544), which with the 5.5% state and 0.55% Pima County transient-lodging taxes brings the combined lodging tax to about 16.05%; the former $4/night bed surtax was eliminated the same date.
